I've had positions in the local authorities teaching university degree level users bug lists with tools to work around the system to get it the outcome we needed.

The cost for having people like me goes unnoticed since it's not on the tech side of things. But it's an interesting phenomena that made me want to involved in tech to try to bridge some gaps between business and IT.
